Teletrabalho na universidade pública: proposta de uma ferramenta gerencial de avaliação sociotécnica

Abstract

Purpose: To propose a tool for assessing the technical, personal, and organizational conditions that affect the management of telework in Brazilian public universities.

 

Method/approach: The study was conducted in two stages. The first consisted of a Systematic Literature Review (SLR), which supported the development of an evaluation tool for telework conditions, grounded in the sociotechnical approach and structured into three dimensions: technical, personal, and organizational subsystems. In the second stage, the tool was applied in a public university, along with semi-structured interviews for its semantic validation. The triangulation of quantitative and qualitative data was carried out through a semantic convergence analysis.

 

Main findings: The validation phase of the tool revealed social desirability behaviors among participants, indicating that public servants value telework and sought to preserve it. This finding prompted reflections on the individual and collective motivations of these university employees, which helped identify the necessary adjustments to enhance the effectiveness of the evaluation tool, particularly in terms of statement wording, response models, and the expansion of thematic scope. As a result, the tool became more sensitive to lived realities, thereby increasing its effectiveness and adherence to the studied context.

 

Theoretical, practical/social contributions: The research contributes to the body of knowledge on telework management in the public sector by integrating the sociotechnical approach as a theoretical basis for assessing its effectiveness. From a practical perspective, it presents an evaluation tool for the sociotechnical conditions of telework, developed from the literature and empirically validated. The tool enables the diagnosis of situations that affect telework and can guide managers in planning more strategic and human-centered actions, serving as a replicable resource with the potential to improve telework programs in the public sector.

 

Originality/relevance: The study bridges theory and practice by proposing a tool grounded in the sociotechnical approach, promoting a more integrated and realistic assessment of telework conditions in the public sector.
